Why a PMD container may not be emptied

Rova is weighing PMD containers to identify contamination, so a container with the wrong waste may be checked and left unemptied.

Putting your PMD container out on the right collection day does not always guarantee that it will be emptied. The contents must also be suitable for recycling.

In an update published on September 30, 2025, Rova explained that it would start weighing household PMD containers in 2026. Its research found that an unusually heavy container can be a sign that waste which does not belong with PMD has been added.

When a container is too heavy, Rova can inspect it. If that check finds contamination, the container may be left unemptied. This prevents unsuitable waste from contaminating a larger load of plastic packaging, metal packaging, and drink cartons.

For households, the practical lesson is simple:

  • Use PMD only for empty household packaging made from plastic or metal, and for drink cartons
  • Keep objects that are merely made of plastic, such as toys or buckets, out of PMD
  • Check Rova's separation guide when you are unsure
  • If your container is not emptied, look for a notice or contact Rova before the next collection
